    FredBuild Pty Ltd established in 2007, is a Northern Territory proud, owned, and operated construction company delivering commercial, industrial and civil construction projects across the Northern Territory, SE Queensland and Western Australia.

    Construction and Project Management Services Pty Ltd (CaPMS) is a majority female owned, Indigenous Business Enterprise, positioned to service any project across the country. CaPMS hold building (commercial and domestic), plumbing, drainage and gas-fitting licences in Victoria, NSW, Queensland, Western Australia and the Northern Territory.

    This collaboration is driven by a shared commitment and passion to uphold the rich traditions of our Indigenous heritage, while implementing cutting-edge technologies in Infrastructure and Construction.

Lisa biltris

Director & Shareholder

Buladu Mada director and shareholder Lisa was born on the lands of the Turrbal and Jagera peoples but grew up and spent most of her working life on the lands of the Kalkadoon people.

Lisa is passionate and committed to helping and supporting others to find their path. With over 30 years’ experience in health and business management, Lisa offers support, development, and knowledge, to assist people to build their skills and capacity to improve their lives.

Lisa is committed to leveraging her expertise in business management and leadership to drive sustainable growth and success for Indigenous businesses, whilst promoting economic empowerment, cultural preservation, and community development within Indigenous communities.

This goal encapsulates her commitment of not only achieving business objectives but also to making a meaningful impact on the lives of Indigenous people and communities. Lisa heads CaPMS and Buladu Mada, where she manages business development, procurement, and social integration.

luke biltris

Director & Shareholder

Luke, is an experienced project management specialist who has worked across international contractors, civil and construction projects for government, defence force, private enterprise and utility providers.

As shareholder and director of Buladu, Luke is responsible for project management, contract management and infrastructure projects.

Luke’s experience in both being a client and a contractor enables him to view projects with a clear understanding of what the client is seeking in a project management team and how to deliver to the client’s expectations. It provides a unique perspective on delivering projects to the highest standards and enduring active engagement of employees, contractors and community.

simon (fred) brooks

Director & Shareholder

Simon, is director and owner of FredBuild and Buladu Mada with over 30 years experience in the building & construction industry in the NT including remote, residential, industrial and commercial. Simon is responsible for commercial construction projects and overall responsibility for site operations and management.

Simon has a long-standing history of construction in Northern Australia with a particular emphasis on work in remote locations. Remote work presents challenges due to location, staffing, supply and extreme weather conditions.

Simon approaches each job with a clear view on how to deliver taking into account such challenges. Simon imparts this knowledge and experience to his team to ensure projects are delivered efficiently and exceed client expectations.
